proposal. This statement was made by Rubio in a call to the senators, who expressed their concerns about the plan's concessions to Moscow.
The State Department spokesperson denied the senators' account, calling it "blatantly false." Secretary Rubio himself later posted on social media, suggesting the senators were mistaken and reiterating that the U.S. authored the proposal, which he described as a framework for negotiations based on input from both Russia and Ukraine.
The 28-point peace plan, which was leaked and reportedly developed over a month with input from both sides, includes significant territorial concessions from Ukraine, which President Zelenskyy has previously rejected. Senators criticized the plan for rewarding Russian aggression.
Russian President Vladimir Putin, however, welcomed the proposal as a potential basis for a final settlement if Ukraine and its allies agree. President Zelenskyy stated he would "work calmly" with Washington on the plan, emphasizing the need for fair treatment.
