Man shot in ICE confrontation is a ‘respected and admired’ citizen journalist

Carlitos Ricardo Parias, 44, an undocumented immigrant and respected citizen journalist known as "Richard LA" on TikTok, was shot by federal agents during an attempted immigration arrest in downtown Los Angeles. Parias, a father of two who worked in construction, gained a following by filming and reporting on local incidents and, more recently, ICE raids. He was recognized by Los Angeles councilman Curren Price for his dedication to informing and empowering his community. During the attempted arrest, agents attempted to stop Parias' vehicle, but he allegedly drove forward and backward, striking two law enforcement vehicles. When an agent tried to break his car window, Parias reportedly drove more aggressively. Fearing for their safety, one agent opened fire, hitting Parias in the elbow.
