Parents Clive and Sue Ruggles, whose 24-year-old daughter Alice was murdered in her home in 2016 by her ex-boyfriend after he stalked her for weeks, have welcomed a new judge-led review into stalking laws, calling it a "major step forward" in addressing police failures in such cases.
Alice Ruggles was attacked and killed by Trimaan Dhillon with a carving knife after he broke into her Gateshead flat, following weeks of stalking after she ended their relationship. The Home Office acknowledged that police forces have failed to recognize and have mishandled stalking cases when reported.
The review, to be headed by Richard Wright KC, who prosecuted Alice's killer, aims to ensure that such a tragedy does not happen to anyone else. The Ruggles family, who have worked for progress since Alice's death, noted that while Stalking Protection Orders have been introduced, the interpretation of stalking legislation has consistently presented challenges.
The Alice Ruggles Trust expressed confidence in Richard Wright KC's expertise and welcomed the review, which they have long campaigned for. The review will examine how stalking and harassment laws interact and whether the system needs to be clearer and more unified, addressing significant gaps in current legislation.
